What is a Tariff Code?

A tariff code is a product-specific code that exists for almost every product involved in global commerce.

Tariff codes are documented in the Harmonized System (HS), administered by the World Customs Organization (WCO) and updated every five years. How are Tariff Codes Determined?

In short, no … While the cheapest freight quote may seem like the most attractive, this is not always the case. And in the end, you may end up paying more for these shipments than you’d expect.

In order to get a quote that is priced right and suits your shipping needs you need to first understand what affects and goes into the total cost of your shipments as well as how (and why) different transportation and shipping methods costs vary so vastly.

Modes of Transport:

There are three main modes of transportation for freight shipping... (please see graphic table below)

Ocean - This is the most affordable (and slowest) method of transport (especially when moving a large number of goods internationally).
Air - This transport method is speedy but costly and comes with limitations (in terms of cargo weight and dimensions)
Land - Trucking / Railway - Where possible, this method is much more cost-effective but obviously slow over long distances. Land freight also comes with space limitations.

When looking for a quote for your shipments, you may need to consider one that encompasses a combination of the above methods in order to cater for your customers and order types.

It’s important to choose a reliable shipping company that is able to work with you in planning the best routes and transport modes for your shipments. One that offers shipping quotes with solutions that are customizable to your needs.

Transit Time:

Transit times and shipping costs go hand-in-hand.

Put simply... The longer you’re willing to wait for a parcel to arrive at its destination - The less you will need to pay.

That being said, the quicker you want your package to be delivered - The more you are looking at paying.

If you want your packages to arrive quickly or within reasonable time frames then a cheaper quote will most likely not be best.

Things to remember regarding transport times for your shipments:

For some quotes, the transit times can vary by two weeks or more, and whilst air freight is measured in days, sea-freight is weeks.
Transit times are measured in workdays and not consecutive days.

Shipment Weight:

The weight and dimensions of your shipments are crucial factors that will determine the types of quotes you will receive.

While some carriers charge based on a standardized system, most have switched to a dimensional-weight-based system. This dimensional system does not factor in weight alone but also how much space the shipment takes up.

And so, it could be that your cheaper freight quotes come from carriers who will raise the price once they know that the dimensional weight is greater than the actual weight. And in the end, you will be paying more than you originally thought.

Special Requirements:

Take into consideration any special requirement your shipments may need. Some shipments require refrigerated trucks or ones with air-cushion suspensions. As not all carriers will have this equipment available, quotes for these shipments will generally be a lot more.

If you are shipping something greater than 120cm, some carriers (mostly airfreight will apply a surcharge for this.

Distance from Pickup and/or Delivery Locations:

Sometimes the cheapest freight quote comes from a carrier whose nearest terminal is far away from the pickup or delivery location. In these cases, they may subcontract that part of the shipment to a regional carrier. And so, these parcels will be dealt with by another company altogether.

Choosing a carrier that charges a little more but handles all but the smallest portion possible of your shipments will keep your mind at ease knowing that your parcels are handled by less hands and susceptible to less damages, or potential loss, throughout transit.

While cheaper shipping quotes offering what we call ‘standard shipping’ may seem attractive, they have much longer travel times and go through many hands and stop-overs along the way. If your parcels are not time-sensitive, then yes, a cheaper quote may be a good option.

For most businesses though, their parcels need to be sent in relatively short time-frames, and without going through too many stops or switches along the way. These quotes are far more comprehensive and so, more costly.

Put your sealed package into a third sturdy box and fill any empty spaces with more cushioning. Again, place more polystyrene over the top.
Tape the lid shut with a generous amount of adhesive sealant tape.
Label your package with signs stating ‘fragile’ or ‘handle with care’ on the top and all sides.

In order to choose the correct packing method, you will need to consider the size, weight and the number of your shipments. Although it is more expensive to ship a pallet (opposed to a single parcel) once you have more packages to send, it may actually work out cheaper to place them on a pallet rather than sending a number of parcels separately.

What is a Goods Description?

A goods description is essentially a detailed description that states what the goods are as well as other important information about the goods being shipped.

What is a Goods Description Used For?

Your goods descriptions are used by customs authorities, providing them with the information they need to access duties and taxes and to check whether your goods are allowed to enter the country.

What Details Should be in My Goods Descriptions?

You need to provide detailed descriptions of the goods you wish to ship and be specific. Vague descriptions could lead to hold ups and delays at customs.

Essentially, your description needs to include the Category, Usage and Material of each item.

What is an Import or Export Code and Do I Need One to Ship Internationally?

Are you considering Importing or Exporting goods? Whether doing so in your personal-capacity or through your business, there are various legal requirements that you’ll need to fulfil, one of them being your Import and Export Codes.

What Is an Import/Export Code?

An import or export code (also called importer’s exporter’s customs-license / customs-code) is a specific number (like an ID number) that is connected to a business or individual that imports or exports goods from or into South Africa. These licenses are issued by SARS and are used both for clearing goods at customs and for making foreign payments through a bank.

Who needs an Import/Export Code?

SARS Customs in South Africa requires individuals and businesses to produce a Customs Importers/Exporters Code if they are;

Importing/exporting goods for commercial reasons.
Importing / exporting goods over R150,000 (either once off or throughout the year).
Or importing goods into South Africa more than three times in a single calendar year (this can be directly or through a clearing agent / courier company).

Customs can issue you with a fine of up to R3000.00 (or more) if you are not in possession of an Importers Code and you have brought goods into the country on more than three occasions in a single calendar year.

What Are Your Personal Limits?

This process can be done in your personal capacity, however there is a 3 shipment limitation with a maximum declared value must be under R50,000 per shipment, and you will declare these imports and exports under your personal ID number. Note that this applies to a total of 3 shipments (imports and exports) and not 3 of each. We therefore recommend acquiring an import export license in order to avoid any unnecessary fines or holdups.

What Does an Import Export License Cost?

There is no fee to register for the Importers Exporters Code should you opt to submit your application through SARS, however, there are companies that will submit all of the paperwork and track the application for a fee.

What Can You Use an Import Export Code On?

Your import export license code will cover all items that you wish to import or export..

It’s important to note that certain items (indicated in the International Trade Administration Commission of South Africa (ITACs) updated Import Control Regulations ) may be subject to additional import control duties.

How long will my Import /Export Code Last?

The period of validity of an Importers Code is indefinite.

How Long Will It Take To Get Your Import Export License?

SARS states that you should receive your Importers Code (Once you have successfully submitted all the necessary documentation) within approximately ten business days.

Commercial invoices are a vital part of any international shipment and in order to get your packages to their recipient without any hassles, you will need to understand how to issue these correctly.

In the below article, we will explain what a commercial invoice is, why you need to include this document in your international shipment and how to go about doing so.

What is a Commercial Invoice?

A commercial invoice is a legal document that contains information about the contents of a package (price, value and quantity) as well as the trade or sales conditions (Incoterms) agreed on by both the buyer and the seller (such as who pays the customs costs).

These binding documents are issued by the seller (exporter) to the buyer (importer) in an international transaction and serve as contracts and proof of sales between the buyer and seller.

Why do I Need to Complete A Commercial Invoice For My International Shipment?

It is a legal requirement to complete a commercial invoice accurately for international shipping. As they are also used for customs declaration purposes, any misinformation may lead to incorrect payments of duties and taxes as well as legal ramifications which could end up in a fine being levied.

If accurately completed, this document will assist customs authorities in deciding which taxes and import duties apply to the consignment.

Basically...If you fill this invoice in correctly, your package has a better chance of arriving on time and not getting held up at customs which could lead to long delays and additional costs.

What Does a Commercial Invoice Include?

While there isn’t a standard format needed to create a commercial invoice, in order to be considered legally binding this document should include several important details.

Whether you decide to use a premade template or to create your own commercial invoice from scratch, make sure to include the following details:

Header with Buyer and Seller Information
Including both the seller and recipients contact details, detailed addresses and tax numbers.

Invoice Number & Invoice Date
Every invoice is tracked by a unique invoice number (invoice ID), in order to avoid duplicate payments and to keep documents well-organized.

Product and Shipping Details
Item code (SKU number)
Product name and a brief description
Quantity
Net weight (the weight of the product without the added weight of the packaging)
Gross weight (both the weight of the product and its packaging)
Unit price. (Usually referred to as its Value).
Total price for every line of product.
Subtotal. (Once you’ve summed up the totals for every item, add them all up).

Harmonized System Code
This HS code categorizes contents based on their type, purpose, and nature. This way, custom authorities can quickly decide what taxes, tariffs, and other additional duties apply to every product line.

Country of Origin
The country your goods were produced in. (There are cases where a Certificate of Origin is also needed).

Payment Terms & Terms of Sale
The terms of sale (or Incoterms) are internationally recognized rules that facilitate trade.

How to Attach Your Commercial Document:

You will need to print out three copies of your completed commercial invoice.

One for the current country that you’re exporting from.
One for the country the package is being imported to (For their customs).
And the last one is for the buyer.

Put two of these printed invoices in a packing list envelope (for protection and safety) and then, put the last one inside your package (for the buyer to see).

Will You Need to Pay Import Duties?

Two main factors that determine whether or not you will have to pay import duties:

Which country you are shipping to.
What items you are shipping.

Visit the official government website of your destination country to find out what (if any) import duties will apply to your shipment.

Calculating Import Duties:

First - Determine The Duty Percentage Rate:

This rate varies depending on the country you're shipping to. Visit the customs or trade tariff page on the official government website of your destination country. (You can usually search for duty rates using an HS code or product description)

Calculate the duty on your shipment:

Add up the value of the goods (courier costs, insurance and any additional costs)
Multiply this total by the duty rate (above).

The result is the amount of duty you'll need to pay customs for your shipment.

Note: Rate calculation methods may vary by country, it’s important to check this on the government website or with your carrier.

Taxes

The government fees applied to purchased goods coming into a country (imported).

(Even though the goods have been purchased in another country, this tax still applies and will be collected by Customs when the goods enter a country)

Types of Taxes:

The below types of tax are more or less synonymous (with names and rates varying from country to country). Tax rates are calculated at a percentage of the value of the goods. Generally 0%, 10%, 20% or more (depending on the country and item).

Sales Tax
Value-Added Tax (VAT)
Charged to consumers when they buy any good or service.
Goods and Services Tax (GST )
Flat-rate percentage of the total transaction - Instead of a percentage of the value added.

Who Pays For These Taxes:

Taxes are usually paid for by the importer (the person receiving the goods). Check with your courier company as this may be paid for by them and added to your invoice.

How To Calculate Tax on an Item:

First - Find out the sales tax (VAT) rates of the country that you’re shipping to.

Calculate the VAT on your shipment:

Add up the goods (value, courier costs, insurance, import duty and any additional costs)
Multiply the total by the destination country's applicable VAT rate.

Your result will be the amount of VAT you will need to pay customs for your shipment.

So What’s The Difference? (Duties Vs Taxes)

Duties are a type of tax on goods entering or leaving a country, while taxes are fees placed on almost ALL purchases. Both contribute to the total import and export costs of a product.

You’ll find that import duty percentages vary for each category of goods, while VAT and GST are more consistent and standardised.

The value of the goods
The HS code (used to classify the product type)
This code should match the below ‘Description’.
The goods ‘Description’ on the commercial invoice
(Including the product's end-use and country of manufacture).

General Packaging Guidelines - Four Simple Steps:

Step 1: Assess

In order to package your parcel appropriately you will first need to take the below aspects into consideration:

The weight of your parcel
The size & shape of the item you want to ship
The value and fragility of your parcel.
The content or commodity (Special packaging materials and packing techniques are required for sharp objects, shipping liquids, powders and other unique goods.) *See Unique Items
Any specific regulations on the contents that you are planning to ship (Some regulated items may require specialist packaging).

Step 2: Pack

Use high quality corrugated cardboard boxes for parcels. For fragile or heavy items, double-wall or tri-wall constructions are recommended.
Avoid reusing old boxes as they may have lost some of their rigidity.
Paper boxes are not meant for international shipping.
Ensure 6cm distance between shipment content and all walls of the box.
Place goods that might be affected by dirt, water, or wet conditions inside a plastic bag.
Never use boxes that have hazard labels or symbols on them (including UN numbers). These parcels will be stopped by the courier and may incur fines, even if you have attempted to cover them up.
Do not strap boxes together and each box should have its own label.
All contents must be packaged in some way, and packaging made of fabric or plastic is not suitable.
Do your best to fill all gaps with bubble wrap or internal packaging to avoid movement (see table below).
Wrap each item individually & separate with corrugated inserts or appropriate divider materials (see table below).

Guidelines For Packaging Unique Items:

Sharp items: Should be fully protected at edges and points with securely fixed, heavy cardboard.
Small items: Pack into flyers (polythene courier or mailing bags).
Powders and fine grains: Place in sturdy plastic bags, securely seal and pack into a rigid fibreboard box.
Liquids: Store in leak-free containers, pack with strong, lightweight internal material (like Styrofoam) and seal with a plastic bag.
Semi-liquids or greasy and strong-smelling substances : Wrap in grease resistant paper and seal with adhesive tape.
Rolled plans, maps and blueprints: Store in triangular rather than cylindrical tubes.

Step 3: Seal

Use pressure sensitive tapes of at least 48mm width.
Use the H-taping method to seal all edges and seams.
Do not use cellophane tape, duct tape, masking tape, string, or rope to seal packages.
Seal your package securely, but do not over seal it... Customs may need to inspect the contents of your package.

Step 4: Label

Apply your shipment label to the top surface of your package.
Place delivery information both inside and outside the package (Include an address for your recipient and yourself).
The barcode and shipping address should be clearly visible and not obscured in any way.
Use a waterproof wallet for your shipping label.
Each box should have its own label (don’t strap boxes together).
DON’T use clear tape over your shipping label, as scanners will also not be able to read it.
Apply ‘special handling’ labels for any fragile parcels.

Couriers charge not only by dead weight but dimensional (or volumetric) weight too. In fact, if the volumetric weight is works out to be higher than the dead weight you will be charged based on the volumetric weight

4. Delivery Times
The delivery time is based on the specific service that you choose. A priority delivery will always be priced higher than a standard economy service. Generally speaking, for international express freight, the carriers will provide both options, you simply need to decide how important the transit time to get your package to its final destination

What Other Factors Can Affect Your Shipping Costs?

Duties & Taxes
It’s important to remember that when you are shipping to another country, you or the recipient of your parcels may need to pay additional duties and taxes before the shipment can be delivered. These fees will be charged based on the shipment type and its value, they also vary from country to country. It’s highly recommended that you find out what duties and taxes are specific to each country (sender and destination) as well as any regulations that each may have in place.

Shipping Insurance
If you're shipping valuable goods, you'll want to consider purchasing shipping insurance. That way, in the unfortunate event of any loss or damages during transport, you will be covered. Most shipments arrive safely and securely but mistakes can happen, and it’s always best to be on the safe side should anything go wrong during transit.
